Jan Smith
Chief Executive Officer (CEO)

About Jan
Jan Smith is an Alabama native, educated at Jacksonville State University graduating with a Bachelor’s Degree in Mathematics. She began her career as an associate software engineer in support of Boeing for NASA’s space missions.
As Ms. Smith grew as a technical analyst and senior manager, she led simulation and modeling tasks at Computer Sciences Corporation (CSC) for Army R&D and acquisition programs managed by the Space and Missile Defense Command (SMDC). She later joined Nichols Research Corporation (NRC) where she became the Vice President for Computer Applications and directed Systems Engineering and Technical Assistance (SETA) programs in support of the Army Aviation and Missile Command.
Today, Ms. Smith is the CEO of S³, Inc., the technical solutions company she founded in Huntsville, AL in 1991. The company operates in more than 25 states and the Kingdom of Saudi Arabia to provide professional services and solutions to the Department of War (Army, Air Force, Navy, and Marines), our allies, and numerous commercial clients. S3, with 900+ employees, operates with multiple entities, defined as subsidiaries based on their business charter. Agile Engineering Division (AED) supports Army PMOs with technical, programmatic, logistics, and software support to missile, space, and aviation acquisition requirements. Global Logistics Support Services (GLSS) supports CONUS-based aviation maintenance. Kachemak Bay Flying Services (KBFS) supports commercial COCO aviation programs. S3 International (S3I), a holding company, supports OCONUS aviation maintenance and pilot training requirements. S3 Arabia provides that support in the Kingdom of Saudi Arabia.

JD Baugher
Chief Administrative Officer (CAO)

About JD
John David Baugher, (JD) Chief Administration Officer (CAO), manages Contracts, Pricing, Human Resources, IT, Facilities, and Publications. JD, with over 40-years of professional experience in business operations, supported a wide-range of government contractors providing services and products to the Federal Government.
His practical experience with contract law, interpretation of regulations, and understanding of small business programs such as mentor-protégé, socioeconomic designations and size standards, as well as GSA Schedule administration and maintenance provides a diverse range of knowledge for the
company.
JD supported companies in the area of contracts, pricing, IT, publications and HR during his time in industry including the development of contracts and procurement teams as part of growing government contractors where he was responsible for developing policies, practices and training to ensure compliance with federal contracts. He supported contracts in environments subject to Contractor Purchasing System Reviews, ISO, and other professional certifications.

Joe Goustin
Chief Financial Officer (CFO)

About Joe
Joseph Goustin serves as the Chief Financial Officer at S3 Inc., where he directs the company’s Global Financial strategy, Capital Allocation, Pricing and Risk Management. With over 20 years of executive finance experience in both service and manufacturing sectors, he specializes in scaling operations and driving sustainable profitability.
Prior to joining S3 Inc., Joseph was the Chief Financial Officer at an Environmental Services business, where he led the Finance and Accounting, Contracts, Procurement, Manufacturing, Compliance and Risk Management functions. He has extensive experience in Government, Municipal and Commercial contracting. Joseph excels in Strategic Financial Planning, Acquisitions & Restructuring, Risk Management & Corporate Governance. Joseph brings an enhanced leadership and teambuilding approach to the S3 Inc. team driven by clear communication and collaboration.

Scott Halverson
Vice President, Agile Engineering Division

About Scott
Scott Halverson is Vice President of the Agile Engineering Division (AED) in support of Government Project Management Office contracts supporting aviation, missile, and space task order requirements to design, validate, and execute technical program activities for weapon system acquisition. The business sector focus includes technical, programmatic, and logistics requirements supported through multiple IDIQ and BPA contract task orders.
Scott joined S³ in January 2023 as Senior Program Manager, leading a $73+ million portfolio across Program Executive Office Aviation, Army Futures Command, and
multiple subordinate Project Offices. Scott earned promotion to Director of Aviation Programs, where he advanced the organization’s business development pipeline and strengthened program execution across the aviation sector. His sustained results led to his current appointment as Vice President of the AED.
Prior to S³, Scott served as Senior Advisor to the Joint Aviation Command and their Attack Helicopter Group in Abu Dhabi, United Arab Emirates (UAE), supporting the UAE’s execution of a $6+ billion modernization program to field the AH-64E Apache Attack Helicopter with all associated training and sustainment requirements.
Scott is a retired Army officer, having served in key positions throughout his 28-year aviation career that have included command and staff technical, operational, and leadership experience from Company through Corps level. Scott holds a Bachelor’s Degree in Aerospace Technology and a Master’s in Business Administration.

Garrick Kelly
General Manager, S3 International (S3I)

About Garrick
Garrick Kelly rejoined S3 International (S3I) as General Manager (GM) in March 2026 after previously serving in the company as a senior military Subject Matter Expert (SME), analyst, and contract manager supporting US Army leadership in the Pentagon, aviation pilot training requirements at Fort Rucker, AL, and for the National Guard Bureau at EATTS, WATTS, HAATS.
In 2017-2019, Garrick supported the Saudi Ministry of National Guard (MNG) to create and modernize multiple capabilities, training programs, and facilities. His contributions in training international students are highlighted by leading a long-term effort in native-language flight and academic training to international officers at the branch school.
Garrick is a retired US Army Colonel, having served 26 years in Army Aviation. His uniformed experiences includes tours at Joint and Multi-National headquarters; highlighted by service during Operation Iraqi Freedom as the Chief of Operational Assessments, providing reports to US and international coalition partners’ elected and appointed strategic leaders. His ORSA training and background enabled success in strategic planning and assessment assignments over his career.
He is an experienced Instructor Pilot, and commanded the unit charged with initial training for US Army and international officers in Scout and Attack Helicopters (OH-58D and AH-64A/D). His service is marked by a breadth of developmental and operational command and staff positions worldwide. He continues to serve our nation, its Army and our international partners today. Garrick is a graduate of Marshall University (BS) and Central Michigan University (MS).

Gary Toney
GM, Global Logistics Support Services (GLSS)

About Gary
Gary Toney joined S³, Inc. in December 2024 and is the General Manager for the Global Logistics Support Services (GLSS) subsidiary located at the Huntsville, AL office. Gary brings extensive experience in aviation logistics contract management, including management of profit and loss across the US military and civil aviation business areas, as well as experience in capture management/business development with aviation business opportunities.
Prior to joining S³, Inc., Gary worked with Amentum/DynCorp International from September 2016 through November 2024 as the Senior Director of Operation for the Aviation Business Unit located in Huntsville, AL.
Additionally, Gary served as the Regional Program Manager for the AFM II – East Contract, a Capture Manager/Senior Director of Business Development responsible for pursuing aviation business opportunities. For PAE/DS2 and L-3 Communications, Gary served as a Senior Director of Army Aviation Logistics Operations/Business Development and Senior Director, Regional Aviation Sustainment Manager – East (RASM-E) responsible for strategic planning, business integration, quality management, and business performance for aviation field maintenance and sustainment services, primarily for the US Army.
COL(R) Gary Toney retired in June 2014, culminating a 29-year career as an Army Aviator. As an Army Aviation Maintenance Officer, Gary commanded aviation maintenance units from the company through the battalion level. Gary has extensive experience in operational and strategic logistics planning and execution, to include 12 months as the Chief of Staff to the senior logistics commander in the Iraqi theater of operations supporting the drawdown of forces in 2010. Gary is a graduate of the Army Command and General Staff College and the U.S. Army War College. His aircraft qualifications include OH-58A/C, UH-1, AH-1, AH-64, UH-60, and Maintenance Test Pilot for the AH-64A.
